extradition and that it would be difficult for
us to effect his surrender to the French by
means of a deportation order. We might at the
same time ask what the views of the French
Government would be on the proposal made in
Hongkong telegram No. 182, which you sent to me

on the 29th September provided of course that
the Home Office would be prepared to take Quoc
into this country.
This course would mean postponing, for the
time being, the action proposed in the second paragraph of your letter of the 23rd September, and leaving the matter in statu quo, (i.e., with Quoc being detained in Hongkong pending his appeal to the Privy Council) until we have got
the information we want from the French.
If you would care to discuss this course of action with us, and with the Home Office, we should be glad to send someone to a meeting.
